For over 20 years, Nova Commissioning Services Limited has provided commissioning services for many projects across Ontario. The following showcases some of Nova Commissioning Services Limited’s project experience.

Limoges Lagoon Upgrades
Limoges ON (2021)
This project involves the provision of a new filtration process for the Limoges Wastewater Treatment Facility. This includes a bar screening system, detritor, grit classification equipment, screenings conveyor and compactor, biocord lagoon and air blowers, cloth media disk filters, Ultraviolet disinfection system, and associated building systems. Nova Commissioning was the Commissioning Authority on the project.

Carp Water Treatment Facility Granular Activated Carbon Upgrade
Carp ON (2021)
This project involves the provision of new electrical distribution equipment and PLC for the exiting water treatment plant for the town of Carp which includes the phased reconnection of power and communication to all existing equipment and instrumentation. As the facility provides Carp with its potable water supply, a phased approach was required to avoid service disruption. A granular activated carbon system was added to the potable water filtration and disinfection process. The cost of the project was $6.85 million. Nova Commissioning was the Commissioning Authority on the project.

Carleton U Renfrew House & Lanark House Cooling Upgrades
Ottawa ON (2021)
Infrastructure upgrade consisting of an air-cooled chiller, terminal units, air handling unit, pumps, and piping for each residence building. Renfrew House consisted of 103 residential units and Lanark House consisted of 109 residential units. Matthew was the Commissioning Manager.

Hydro Ottawa East and South Campus
Ottawa, ON (2019)
These projects are scheduled for completion in the spring of 2019. There are four buildings and will serve as the new Hydro Ottawa Headquarters. The east campus will have an administration building, service vehicle garage, and warehouse, whereas the south campus will have one building that encompasses all three. Nova Commissioning is the commissioning authority and provided LEED Enhanced commissioning services for mechanical and electrical systems.

Alexandria Water Treatment Plant Upgrades
Alexandria, ON (2020)
North Glengarry Regional Water Project: Upgrades to an existing water treatment facility to improve the water quality and reduce use of chemicals used in the process at a cost of $3.5 million. Work included full commissioning oversight and management of all process equipment, electrical lighting and emergency life-safety upgrades, HVAC mechanical and plumbing revisions including chlorine gas storage monitoring and emergency exhaust. Process upgrades included two new flocculation mixing tanks, modern sludge removal equipment within existing settling tanks, replacement of underdrains and filter media and variable speed control of existing backwash pumps.

545 Rideau
Ottawa, ON (2020)
545 Rideau, Ottawa, ON (2020): A new, LEED eligible, 117,300 sqft, 114 unit apartment building with underground parking and first floor retail space. This project included standard mechanical, electrical, and control systems. Nova provided commissioning services for the mechanical systems and electrical systems. Jeremiah was the Commissioning Manager.

Kemptville Public School
Kemptville, ON
New 44,385 square foot elementary school, with a $13.3 million budget. Nova Commissioning acted as the commissioning authority and implemented the commissioning process with the mechanical trades.

West Block Rehabilitation
Ottawa, ON (2019)
This project consisted of the rehabilitation of, new additions, and courtyard infill to the four-story West Block, one of Canada’s Parliament Buildings. The project budget was approximately $863 million. This will be the home of Canada’s House of Commons for the next 10 years. Nova Commissioning provided technical consulting services, functional and performance testing of all mechanical systems.

Queen St. Fare Food Hall
Ottawa, ON (2019)
With influence from New York City, this 9000 sqft venue offers seven specialty vendors and entertainment stage. The project consists of a new boiler plant, MUA unit and kitchen exhaust system. Nova Commissioning provided services for all the mechanical and electrical systems.

Tactical Armored Patrol Vehicle Maintenance and Service Facility CFB
Petawawa, ON (2017)
New 73,200 sqft facility is comprised of an 11 maintenance and service bays, a garage for 56 TAPVs, training facility. This $26 million facility is LEED eligible. Nova Commissioning acted as the commissioning agent and completed the commissioning process with all related trades.

CNL B215 Tritium Facility
Chalk River, ON (2017)
New 10,000 sqft laboratory and administration building for tritium testing and research. This project consisted of a laboratory exhaust system for fume hoods, room pressurization requirements, emergency sequences for occupant protection, and integration to the campus central monitoring station. Nova Commissioning provided services for all the mechanical and electrical systems.

Various infrastructure upgrades ranging from boiler plant replacements, HVAC equipment replacement, control system upgrades from pneumatic to DDC, auto/construction shop renovations, and classroom additions. Nova Commissioning as the commissioning authority and completed the commissioning process with the mechanical trades.

ROPEC Clarifier Upgrade
Ottawa, ON (2017)
Replacement of all existing cross and longitudinal chain and flight systems in fifteen (15) primary clarifiers, upgrade of associated electrical and instrumentation systems and replacement of three PLC panels. Nova Commissioning provided functional and performance testing services for each upgraded clarifier.

Bloomfield Works Yard Expansion
Ottawa, ON (2017)
The 23,200 sqft expansion includes a one storey addition that will house 4 bays of drive through garages for service vehicles, administration area, staff parking, and service vehicle compound. Nova Commissioning provided LEED Enhanced commissioning services for mechanical and electrical systems.

Trim Road Works Yard
Ottawa, ON (2017)
The new 21, 500 sqft facility includes 8 bays of drive through garages for service vehicles, administration area, staff parking, and salt shed. Nova Commissioning provided LEED Enhanced commissioning services for mechanical and electrical systems.

200 Laurier
Ottawa, ON (2017)
200 Laurier, Ottawa, ON (2017): Full 8-storey, 56,650 sqft building renovation. This project includes standard mechanical and electrical and control systems. Nova Commissioning acted as the commissioning authority and implemented the commissioning process with all related trades.

Cliff St. Chiller #4 Replacement
Ottawa, ON (2016)
Removal and replacement of Chiller #4 at the Cliff Central Heating and Cooling Plant, with a new 5,000 ton electric chiller. Nova Commissioning acted as the commissioning agent and completed the commissioning process with all related trades.

London St. Generating Station
Peterborough, ON (2016)
The hydro-electric dam, situated on the Otonabee River, added a second power house to expand their generating capacity from 3.8 MW to 9.8 MW, at a cost of $30 million. Nova Commissioning provided services for supporting mechanical and electrical systems.

Bridgewood Public School
Cornwall, ON (2016)
New 50,000 sqft elementary school that has received LEED silver certification. Nova Commissioning was the commissioning authority and provided LEED Enhanced commissioning services for mechanical and electrical systems.

OLRT MSF
Ottawa, ON (2016)
The Maintenance and Storage Facility is divided into three areas: 1) The vehicle storage shed where the light rail vehicles will be stored, 2) The assembly, maintenance, and service building where the light rail vehicles will be assembled, cleaned, inspected, maintained, washed, and serviced, 3) The administration building which is the headquarters for the Confederation line for all operations such as vehicle operation, maintenance, and training. Nova Commissioning was the commissioning authority and provided LEED Fundamental commissioning services for mechanical and electrical systems.

SOHO Champagne
Ottawa, ON (2015)
Full 22 storey condominium with underground parking. There are a total of 200 units ranging in size from 535 to 1063 sqft. Nova Commissioning implemented the commissioning process with all related trades.

LTAP
Ottawa, ON (2009-2014)
The Communications Security Establishment (CSE) Long Term Accommodation Project (LTAP), Federal P3 Design-Build-Finance-Maintain (DBFM) affordability cap contract. This high security facility, 1.2 million square feet across multiple separate buildings on an 83-acre site. The project features a substantial data center, shipping/receiving facilities, 820-car parking structure, extensive office space, and numerous high-quality meeting spaces and common areas. The facility is LEED Gold certified. Nova Commissioning was retained as Commissioning Consultant for The Crown as part of an Owner Advocate Team from project inception (2009) to Occupancy (2014).

85 Lappan’s Lane
Kingston, ON (2015)
New headquarters for Utilities Kingston included three (3) floors containing over 45,000 square feet of office space. The project budget was $19.5 million has received LEED Silver certification. Efficient design elements included passive solar, active solar collectors, underfloor air distribution and ‘earth tube’ air intakes.

OC Transpo Merivale & St. Laurent Hoist Replacement
Ottawa, ON (Various Projects)
Replacement of existing lift systems with new hydraulic post lift systems for maintenance of 40’ and 60’ buses. Nova provided commissioning services for the hydraulic lifts and ancillary equipment.

22 Eddy PWGSC
Gatineau, QC (2014)
Broccolini designed, developed, and built a fifteen (15) storey, 690,000 sq. ft office tower of Class A office space for the Department of Public Works and Government Services Canada (PWGSC) in Gatineau, Quebec and has achieved LEED Gold certification. This project was a build & 25 yr lease contract for $505 million This project included standard mechanical and electrical and control systems. Nova Commissioning implemented the commissioning process with all related trades to Fundamental and Best Practice commissioning.

90 Elgin Redevelopment
Ottawa, ON (2014)
A 700,000 square foot, 17-storey office tower to accommodate 2,500 employees from the Department of Finance Canada and the Treasury Board of Canada Secretariat. Named the James Michael Flaherty Building and is one of the first P3 projects to be completed in Ottawa for the Federal Government. The building was designed to meet PWGSC’s requisite LEED Gold certification for new construction. $250 million.

Kattawapiskak Elementary School
Attawapiskat, ON (2014)
New school for the Attawapiskat First Nation in northern Ontario (fly in access only) consisting of 25 classrooms (incl. nursery/kindergarten rooms, special ed. & Cree culture), gymnasium, cafeteria, computer room & shop classes. Total of 62,500 square feet and a $31 million budget. Nova Commissioning managed all commissioning planning & activities, identified issues & provided recommendations.

Cornwall Community Hospital Expansion
Cornwall, ON (2013)
A $119 million, 95,000 square foot additional new space and a 78,000 square foot renovation of the existing facility. The expansion houses 6 new state of the art operating rooms, new emergency department with ambulance bays, diagnostic imaging departments, and new main entrances. There are two (2) occupied floors and a third floor penthouse service space. The project renovation included new core equipment for HVAC services and various plumbing modifications. Nova Commissioning provided services for all the mechanical and electrical systems.

Place Vincent Massey
Ottawa, ON (2013)
A fit-up to the existing twenty-one (21) storey building constructed to LEED standards. This project also includes a new ten (10) storey annex being built adjacent to it. This project includes standard mechanical and electrical and control systems. Nova Commissioning acted as the commissioning authority and implemented the commissioning process with all related trades to Fundamental and Best Practice commissioning.

200 Sacre-Coeur – Office Building
Gatineau, QC
A fifteen (15) storey, office tower with four (4) levels of below grade parking and two (2) level penthouse service space. The building is located in downtown Gatineau. The project was constructed to LEED Gold level. Commissioning was provided on all tenant fit-ups for each floor individually. Nova Commissioning implemented the commissioning process with all related trades.

455 De La Carriere
Gatineau, QC (2013)
A new fifteen (15) storey building constructed to LEED standards. This project includes standard mechanical and electrical and control systems. Nova Commissioning implemented the commissioning process with all related trades to Fundamental and Best Practice commissioning.

Kanata Recreation Centre – Upgrade Exiting
Ottawa, ON (2013)
A fit-up to the existing building constructed to LEED standards. The project includes standard mechanical and electrical and control systems. Nova Commissioning implemented the commissioning process with all related trades.

234 Laurier
Ottawa, ON (2013)
A twenty-six (26) storey office tower with one (1) level penthouse service space. The building is located in downtown Ottawa. This project was constructed to LEED Gold level. Commissioning was provided on all base building services for each floor. Nova Commissioning acted as the commissioning authority and implemented the commissioning process with all related trades.

La Cite Collegiale: Various Fit-ups
Ottawa, ON
Nova Commissioning was involved in all minor tenant fit-ups averaging approximately three (3) projects each year. These projects included standard mechanical and electrical and control systems.

Algonquin College of Applied Arts and Technology – ACCE Building
Ottawa, ON (2012)
This design build project consisted of a five (5) level tower and a two (2) level low rise portion. This building forms part of the Woodroffe campus located in Ottawa and was constructed to LEED Platinum level. Nova Commissioning acted as the commissioning agent and implemented the commissioning process with all related trades. Nova was also involved with Measurements and Values requirements, along with the compilation of the Building Management Manual.

Ontario Power Generation – Visitor Centre
Cornwall, ON (2013)
A new building constructed to LEED Gold specifications. This project included standard mechanical, electrical and controls as well as a geothermal loop. Nova Commissioning acted as the commissioning agent and implemented the commissioning process with all related trades.

Hunt Club Riverside Community Centre: Addition
Ottawa, ON
An addition to the existing building and constructed to LEED standards. This project included standard mechanical and electrical and control systems. Nova commissioning implemented the commissioning process with all related trades.

St-Josephs Continuing Care Centre
Cornwall, ON
The St-Josephs Continuing Care Centre was comprised of two phases. The first was a three-storey, long-term care centre which mainly comprised of suites and also housed all administrative and public areas. The second was a two-storey critical care area which comprised of above the standard mechanical and electrical systems, nurse call systems and medical gas systems. Nova Commissioning implemented the commissioning process with all related trades.

Second Avenue West (808 Bronson) Condos
Ottawa, ON (2011)
The 80 unit condominium building was a development by Domicile. Nova worked directly for Domicile to ensure quality and serviceability of the units and building services. The four (4) storey building included heat pump technology with shared central heating and cooling plant. The system was designed to distribute heating and cooling loads between units before utilizing the external cooling tower and heating plant. Units sell for approximately $350,000 each.
